I went here:

The Author's Readme file mentions:
"Updated Magnetic variation data for FS2004 & FSX-P3D

Magnetic variation data calculated by FS2004 date back from 1993 and have significantly changed (several degrees in some part of the world).
Those used by FSX are more recent (>2005) but are now also outdated.
Until 2010-2011, most charts included runway, ILS and procedure headings based on 2005 magnetic variation. Currently, new charts implement 2010 magnetic variation that, in most cases,
will remain current until 2015(unless changes make that published procedures are outside of the tolerance). In some cases, even more recent values of magnetic variation have been implemented
FS2004 and FSX calculate magnetic variation using a special latitude/longitude table that is contained in the MAGDEC.BGL file
The new provided MAGDEC.BGL tables (MagDec Files folder) correct all magnetic variations for FS2004 & FSX/P3D based on values calculated from the IGRF-11 model at epox 2010 and epox 2013
Values were calculated according to the exact IGRF-11 mathematical model"
