Fsbuild-2 Flight Planner

I wanted to set an altitude constraint in a flight plan and I understand I can only do this though SID/STARS. So, I create a very simple STAR (code below) with a single Intersection and an altitude constraint and I recreate indexes. The new MFX21B STAR is now used by the flight plan.

However, when I build the flight plan, the altitude constraint is ignored and altitude listed for MFX02 is FL170 instead of 3000ft.
