I looked at it today, and there's definitely some information in the snapshot file that confused it.

I looked in earlier versions of my snapshot file I couldn't find that 'Issued by' reference before. But considering the original post in this thread (From Nov) it must have popped up in the snapshot file from time to time, and if you caught it with the right airport on the right day, then CTD.
When 'math' lost his original snapshot file, we lost the opportunity to fix it back in November cause we couldn't reproduce it. But it came back and was reported again yesterday, and today and we were able to finally reproduce it.
It found that ESSA reference in the file, and it processed the ESDF line
(being ESDF preceeds ESSA), and the data being different than it expected eventually resulted in the CTD.
I have made a hotfix for it (2.3.7.5.2).

Note: This hotfix will not work unless you have the full 2.3 version already installed.
