You will probably fing that the files have been written, but to the directory in your user section.

Vista protects your system by not allowing you to write to the Program Files or the Windows directoy.
Instead it wries the files (automatically) to a mathing file system under the \users\<your log in name>\local\virtualstore

When an application needs a file then it will look in the virtual store directory before looking in the "real" one.

Note: I have been using FSBuild with Vista both 32 and 64 bit.

Once you get your head around the way the security works it makes sense.
